Are they going to have a spy sneak in and strap a GPS transmitter to the NK missile first?
If I was the Japanese I'd be a little concerned that the US was testing it's miserable failure missile defense system on a missile that would likely be passing right over my country. Heck, if I was Japanese I'd try to find out the flight path of that missile and stay as close to it as possible, since that's the place the interceptors are least likely to end up.
